As the basic structure of the earlier model Bill had undergone substantial changes, it was referred to the Ministry of Law and Justice, which had opined that some aspects of the Bill are under state jurisdiction, while some fall under the Concurrent List. Hence, the law is being redrafted as a Bill that may be posed to Parliament under the Concurrent List.
